Some sections are set up as categories instead of forums for organizational purposes. Try navigating one branch in the structure to start a new topic. Another option is that you tried to start a new topic in one of the news sections. Only CoreStaff and Admins have that permission. If you have something which you think is newsworthy, please use the contact tab at the top of the screen, or contact any CoreStaff or Admins via PM. We are always glad to hear from members with potential news ideas. While you are in a forum section, look at the top or the bottom of the listing for a "New Topic" tab. It's there. Accounting Troll Posted April 5, 2006 Report Share Posted April 5, 2006 In addition to the news forums, only staff can start new topics in the fan fiction forums, although anybody can start a new topic in the fan fiction discussion forums. This is so that people can read a fan fiction without it being distracted by comments on the story. If you want to submit a new fanfiction, either PM a staff member to post it for you or start a new topic in the relevant discussion forum and wait for a staff member to transfer it across. At least that seems to be the root of his earlier problems If he is having trouble creating a topic in off-topic, I suspect he is forgetting to write something in the "Topic Title" box.
