Enemy turn taking a long time in S3

For some reason the enemies are discussing their options in much greater detail than ever before. I'm on the third mission, the one where you free the captured Sentinel, and the two new guys have shown up. They are either tactically inept and can't figure out what to do or they're SO knowledgable that they take forever to figure out their next move (which, of course, basically consists of sitting in plain sight, waiting for me to pop up so they can shoot at me).

 

Anyone else have this problem?
