Uops, sorry, other people arleady discussed that problems

First of all- sorry for my english, im from Poland. The 1st problem: I have power cells in my aresnal (or power batteries or something whathever it is named in english) (To all be clear- that black-red ammo for laser weapon but, in manufacturing labs, i cannot begin the project "power cell" !! And it writes, that the only thing that i miss, is a power cell! Anybody has the same problem or have idea what can be wrong? The 2nd problem: The console! I cannot open it! When i press shift the function "add move/plan" activates and when i press "~" then all squad mates are selected! Of course pressing them both at the same time dosen`t help ;(
