Just discovered the same thing *Sigh*, the game does need to tell you when a new building type is available and also what the pre-requisites are.................. I suggested a popup window as it was in UFO Aftershock that stated that you may now produce/build/research that new thing....I know popup windows are the most annoying things in the world but at least they let you know things....
