Major sniper training stops at 99% and stays there forever. I've stopped training then restarted, stopped training, trained in something else non-military then restarted, etc. No luck. No one has finished major sniper. Is there a workaround or something? Am playing UFO Triogy.

Make sure the unit is in the military training building. It wouldn't be the first case where player had the guy outside of the actual building corresponding to the training.

My guys are in tactial. Major sniper traning has been at 0d 0m for some time now.

Ok, try moving the unit out ot tactical training to the residential area and then start the training again by selecting the training option and clicking on the "Train" button.
