Like big huge ship air horns or a train horn - the type loud enough to wake the dead. It obviously wouldn't solve all the problems but it would lessen them. Then after that, make it so that cars can't turn in front of trams anywhere except intersections. Too costly to replan the city for safe trams? Elevate the darn things like in Chicago. Done. Funny thing is though, you wouldn't need to tear down a city to change to an elevated system, just build right over the top of the existing tracks while it's still operational. When the elevated track is complete, switch to that and decommission the lower tracks.
