Don't know about other countries, but here in Finland it's available through a number of content providers such as Buumi
(they also sell UFO: Aftershock Mobile).

If the phone has some kind of virtual keyboard for Java apps and you're able to pass the initial screen orientation test, I guess it should work. However, after doing some experimenting with PSPKVM, it seems that the game simply refuses to work on any phone that has a screen wider than 240 pixels, which probably rules out the majority of current touch phones.
With PSPKVM it's easy to get around this problem by just changing the emulated screen size, but I don't know if a feature like this exist on any real mobile phone.
