I think it just picks a ship at random with bigger ships (like the station) coming up more often. The station was what was giving about 5-6 battleship deaths in a row at they end of its turn. Our fleet is massacred for a second time and we have nearly the best techs we can fit onto battleships unless we just keep researching advanced techs to make things smaller.
