In Xcom 2 your bases, as I recall float on the surface of the ocean. I think this is the explanation for why aliens begin anywhere in your base.
What about Xcom 1? They begin in the Access Lift and Hangars because the bases are subterrainian. Okay, how does a north pole base work in Xcom 1, when the aliens begin again only in the access lift and Hangars.

The sponsoring nations met on 1998 Dec. (11th was it?). The game begins at noon 1999 Jan. 1. That's a period of what? three weeks?
By hook and by crook the default base can be built in 55 days. Add four days for delivering the last aircraft and getting it ready. So 59 days or ground is broken as late as 1998 Nov. 2. There seems to be an inconsistenccy here. Anyone care to explain?
