Skill Watchdog hack

Description

Made by cchargin. This script checks and if neccessary boosts a characters skills each time they gain a level. By default their skill levels will be made to match those of the unused squad members at base. Includes Excel spreadsheet so you can adjust the values to your tastes.

Be sure to read install notes as this hack is not a standard SS2 mod. Install is simple and only requires a simple copy and paste.
