Medikits heal permanent damage

Description

THIS MODIFICATION HAS ONLY BEEN TESTED WITH THE RETAIL VERSION OF UFO: AFTERSHOCK. IT MIGHT NOT BE COMPATIBLE WITH LATER VERSIONS.

This modification makes the game easier by allowing all medikits to heal permanent damage. You still need a level 3 medic to do so however.
